HSNP is implemented by NDMA through a Programme Management Unit (PMU). The core objectives of PMU is:
- Ensure the effective management of HSNP in conjunction with the National Drought Management Authority (NDMA)
- Build capacity in GoK (NDMA) to implement HSNP within its own structure.
Reporting to the NDMA Director Technical Services, the PMU is composed of;

- Monitoring & Evaluation Specialist
- Payments Specialist
- Programme Accountant
- Procurement and Supply Chain Specialist
- Audit Specialist
- Communications Specialist
